Using the Project Planning Template 

 
The template worksheets have been generated in Excel and are structured to guide PCNs through the planning process while ensuring certain pieces of required information are captured. The worksheets are password protected to prevent changes to this required information.
  • Enter data in the yellow shaded cells.
  • Grey cells will also accept input, but are unlikely to be used.
  • Blue cells will be automatically filled in from data entered in yellow cells.
  • Small red triangles in the upper right corner of cells indicate the presence of a comment associated with that cell. Rest the cursor over cells with this indicator to access the comment for that cell. These comments will contain instructions and/or helpful hints.
Comments should automatically print out in hard copy with the worksheets, although there may be some small format changes to the screen version.

Start with the worksheet on the first tab labelled Timeline. Before doing anything else, enter the first month of significant activity in the yellow cell in the top middle of the worksheet. Follow the instructions at the top of the worksheet and in the comments. After completing the Timeline, fill in the Detail Budget worksheet, and then, the memo and text lines of the Summary Budget worksheet.

The bottom half of the Summary Budget worksheet serves as the financial updates required at the end of each stage in business development. This file should be filed electronically with the Program Office when the other “deliverable’ of each stage is submitted.

GST-Free during Development

While a PCN is developing, it may be able to obtain a letter from AHS that will allow the PCN to qualify its purchases as purchases of AHS and, thus, GST-free. The letter should:
  • Be on AHS letterhead.
  • Be signed by an authorized senior representative of AHS.
  • Be addressed generally to “suppliers of goods and services.”
  • State “The property and/or services ordered/purchased hereby are being purchased by Alberta Health Services Authority #X operating as (AHS Name) which is part of the Alberta Crown or is listed as a tax-free Government of Alberta agency and, therefore, not subject to the Goods and Services Tax (GST) or the Harmonized Sales Tax (HST)” (or words to that effect).
The letter also supports the PCN in requests for the provincial line rate when placing advertisements, especially those in newspapers. (Some newspapers extend this rate to non-profits, so it is worth asking for this rate even after the PCN has initiated and no longer qualifies for GST-free status under the AHS letter.)

The GST-free letter must not be used after the PCN is authorized and initiates operations.
