Overview of the Business Planning Process
After a Letter of Intent is approved, the PCN receives cheque for $30,000 to fund the business planning process which has four major stages:

 Planning the Project Project Plan 
 Developing the Clinical Service Plan Service Plan 
 Writing and Submitting the Business Plan Business Plan           
 Transitioning from Project to Operating PCN         Initiated PCN 

Each stage of the planning process is supported by information and funding adequate for reasonable planning needs. Each stage results in a concrete “deliverable” that demonstrates the PCN is ready to advance to the next stage of development. Notice of approval of the deliverable by the Primary Care Initiative (PCI) Program Office triggers disbursement of the funding required for the next stage. The level of funding is based on the resource requirements identified in the project plan, subject to the plan’s validation by the PCI Program Office as consistent with PCI Policy and coherent with the established expenditure patterns and local factors affecting a PCN.

PCNs are required to submit detailed budget information and expenditures related to planning the project, developing the clinical service plan, submitting the completed business plan, and initiating the PCN. Total funds requested for the four phases should not exceed the total amount for which the PCN is eligible according to PCI policy.

Current PCI policy bases the maximum amount of a PCN’s Business Plan Development funding on its size (the number of clinics and physicians involved in the PCN according to the following chart)
